Openet, a global leader in the supply of real-time BSS (business support systems) and customer engagement systems, today announced that it has deployed the world’s first 3GPP RAN Congestion Awareness Function (RCAF) for a tier 1 North American operator to intelligently manage RAN congestion and improve QoE. 

In light of the new 3GPP standards, the function will be delivered via Openet’s Congestion Management Solution(CMS) – providing the US operator with a 3GPP compliant mechanism for PCRF to receive RAN user plane congestion information via a new standards diameter NP interface. According to Openet, the operator integrated the CMS within its existing infrastructure, optimizing existing network resources and signaling assets, and minimizing disruption to existing systems.

Openet said that the CMS allows the operator to receive cell site congestion notifications from network probes, detecting those subscribers who are contributing most to cell site congestion. These notifications are based on a combination of intelligent business logic, real time resource utilization and subscriber consumption. 

Openet’s CMS also actions Access Network Discovery and Selection Function (ANDSF) for more aggressive offload if required.
