Russian Operator Rostelecom has signed an agreement with leading bank in the country VTB to create a system for issuing electronic signature certificates to the Russian Ministry of Digital Development, Communications and Mass Media.

VTB and Rostelecom are creating a unified digital signing platform in the e-government infrastructure based on domestic software and equipment, as well as a certified hardware and software solution for remote issuance, management, and application of electronic digital signature certificates, including on mobile devices.

The signing platform will:

 - Provide citizens with an electronic signature certificate free of charge

 - Provide services for signing, managing and storing electronic documents for the entire market according to uniform standards

 - Provide citizens with the opportunity to receive more digital government and commercial services by increasing the availability of digital signatures

 - Provide legal entities and government agencies with the opportunity for seamless digital interaction with the formation of legally significant documents, their processing and storage in a single archive.

Andrey Kostin, VTB President and Chairman of the Management Board
The creation of a Single Digital Signing Platform is a big step in the digitalization of the interaction between citizens, businesses and the state. It will allow people to translate many transactions and documents into a digital, paperless format.

Mikhail Oseevsky, Rostelecom President
The Single Digital Signing Platform is designed to create technical conditions for legally significant document flow and increase the level of trust between all participants in the process, it will allow people to remotely create and sign a wide variety of documents - sales contracts, personnel documents, powers of attorney and others.
